In many parts of the world, people are very icky when it comes to these issues. The prevailing attitude in much of the West seems to be to focus on the parts (health, economy, science) and let overall goals follow from that. This sort of open 'laissez faire' style has its merits, although things don't necessarily work out for the best when you don't take manners in your own hand (latent belief in an organizing principle might actually give rise to this extreme 'laissez faire' tendency).
